Through troop meetings, patrol activities, campouts, hikes, merit badges, and service projects, Scouts learn by doing. Guided by the Scout Oath and Scout Law, the program helps young people become responsible, capable, and community-minded individuals while working in a youth-led troop alongside their peers.

The first four ranks; Scout, Tenderfoot, Second Class, and First Class; focus primarily on Scoutcraft and building confidence outdoors. Scouts learn the values and traditions of Scouting, along with skills such as camping, cooking, knots, hiking, navigation, first aid, fitness, safety, citizenship, and conservation. Each rank builds on the one before it: Scout introduces the program, Tenderfoot develops personal readiness, Second Class expands practical outdoor knowledge, and First Class demonstrates that a Scout can participate fully in troop adventures and help newer Scouts learn.

The final three ranks; Star, Life, and Eagle; place greater emphasis on leadership, service, merit badges, and character. Scouts serve in troop leadership positions, teach and support younger members, complete community service, and demonstrate the values of the Scout Oath and Law in their daily lives. At the Eagle rank, Scouts bring these experiences together by earning at least 21 merit badges and planning, developing, and leading a significant service project that benefits their community.

Beyond the traditional rank program, Scouts can take part in additional opportunities that build leadership, friendships, and a deeper connection to Scouting. National Youth Leadership Training (NYLT) is an outdoor, patrol-based course that helps Scouts develop communication, teamwork, goal-setting, problem-solving, and ethical decision-making skills they can bring back to their troop and use throughout life. Eligible Scouts may also pursue membership in the Order of the Arrow (OA), Scouting’s national honor society, which recognizes Scouts who demonstrate service, leadership, and commitment to the Scout Oath and Law. Through the OA, Scouts can participate in service projects, events, fellowship, and additional leadership opportunities at the local, regional, and national levels.

Scouts BSA is a program that combines outdoor adventure, practical skills, service, leadership, and personal growth.
